Abstract

Effective management of aquatic resources in East Africa requires not only sound ecological practices but also inclusive community engagement frameworks that ensure equity and sustainability. Drawing from my experience as an Environmental and Social Management System (ESMS) Framework with Mwambao Coastal Community Network, this paper explores participatory approaches that integrate gender equality and inclusion of stakeholders into governance of marine and coastal resources.

The study highlights lessons from coastal communities in Pemba and Tanga, where participatory safeguards processes have empowered marginalized groups to actively contribute to conflict resolution and ecosystem stewardship. By embedding equity considerations into grievance redress systems and capacity-building initiatives, communities are better positioned to sustain project outcomes beyond donor cycles.

This contribution underscores the importance of co-created methodologies that bridge scientific research with local realities, ensuring that community champions, women, and youth are not passive beneficiaries but active agents in shaping resilient aquatic ecosystems. The findings provide practical insights for policymakers, researchers, and practitioners seeking to advance inclusive governance under the African Regional Biodiversity and Ecosystem Change (ARBEC) framework.
